Addressing this challenge calls for a Safe System approach that integrates engineering, enforcement, policy and data to create road environments where safe speeds become the natural outcome.
This course provides participants with practical methods to translate these principles into effective action.
The programme provides a structured framework for diagnosing speed-related risks, selecting evidence-based interventions and evaluating their effectiveness. Participants will strengthen their ability to:
- Understand the relationship between speed, crash severity and survivability.
- Diagnose speed-related risks using crash data, conflict analysis and emerging digital tools.
- Select engineering and enforcement measures suited to different road environments.
- Design integrated speed management programmes that combine engineering, enforcement and public engagement.
- Measure the effectiveness of interventions using key performance indicators and Crash Modification Factors (CMFs).
- Develop implementation plans that reflect local institutional and financial realities.
The course is delivered through four interactive online sessions, each addressing a critical component of effective speed management.
The first session explores why speed remains the most important factor influencing road safety, examining Safe System principles, human tolerance to crash forces, speed thresholds and emerging technologies such as Intelligent Speed Assistance.
The second session focuses on using data to support engineering decisions, covering speed data collection, AI-assisted crash and conflict analysis, network screening and modern analytical tools for road agencies.
Participants will then examine how road design can encourage appropriate speeds through self-explaining roads, traffic calming measures, gateway treatments, school zone design and other engineering interventions suitable for both urban and rural environments.
The final session brings these elements together by examining enforcement technologies, institutional coordination, public engagement, monitoring and evaluation, before concluding with the development of a practical Safe Speed Action Plan.
